For comparison, each of the four nuclear reactors at Plant Vogtle near Augusta provides roughly 1,100 megawatts. <\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"6\">Environmental and consumer advocacy groups say the scale of the buildout the company has asked the PSC to approve is unprecedented. <\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"7\">\u201cI think this is the largest single request in terms of how much power they want to build and buy \u2014 and how expensive it is \u2014 in the history of the state,\u201d said Bob Sherrier, a staff attorney with the Southern Environmental Law Center. <\/p>\n<\/article>\n<article class=\"bg-color mx-auto mb-5 w-full max-w-full space-y-5 px-5 sm:max-w-[750px] md:mb-9 md:space-y-9 lg:px-0  show-next-ad [&amp;.is-paywalled&gt;*]:pointer-events-none [&amp;.is-paywalled&gt;*]:blur-[7px] \" data-start=\"7\" data-end=\"8\" data-size=\"1\">\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"8\">The staff\u2019s statements come on the heels of a <a href=\"https:\/\/www.ajc.com\/business\/2025\/11\/georgians-wait-for-results-in-psc-races-that-could-affect-georgia-power-bills\/\" target=\"_blank\">historic defeat of two Republican incumbent PSC commissioners in elections earlier this month<\/a>, in which <a href=\"https:\/\/www.ajc.com\/politics\/2025\/11\/democrats-hope-voters-will-deliver-change-in-public-service-commission-race\/\" target=\"_blank\">customers\u2019 frustration over their rising utility bills<\/a> was the central issue. The two commissioners who lost, Fitz Johnson and Tim Echols, will get to cast votes in this critical case days before they leave office. <\/p>\n<\/article>\n<article class=\"bg-color mx-auto mb-5 w-full max-w-full space-y-5 px-5 sm:max-w-[750px] md:mb-9 md:space-y-9 lg:px-0  show-next-ad [&amp;.is-paywalled&gt;*]:pointer-events-none [&amp;.is-paywalled&gt;*]:blur-[7px] \" data-start=\"8\" data-end=\"14\" data-size=\"6\">\n<section class=\"border-primary-black relative -mx-5 flex border-t border-b md:-mx-0 md:border-l\" data-index=\"9\"\/>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"10\">The PSC will decide whether to approve some or all of the company\u2019s proposed buildout on Dec. 19, less than two weeks before the two Democrats elected to replace them take office.<b> <\/b><\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"11\">It\u2019s unlikely customers would feel any bill increases from the data center expansion before 2029. This summer, the PSC voted to hold Georgia Power\u2019s base rates steady through 2028. Next year, however, the commission will decide whether the utility can charge customers for its storm repair and fuel costs, both of which could raise bills.<b> <\/b> <\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"12\">Georgia Power disagreed that the demand is speculative. A company spokesperson pointed to a document filed Friday that the \u201cportfolio\u201d of large customers who have \u201ccommitted\u201d to receiving electricity service from the utility has grown to 11,000 megawatts. <\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"13\">The utility will file additional testimony next week, a company spokesperson said in an email. <\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"14\">\u201cThe electricity demand is based upon the company\u2019s load forecast, which is premised on large load customer commitments and additional organic growth,\u201d the spokesperson said. <\/p>\n<\/article>\n<article class=\"bg-color mx-auto mb-5 w-full max-w-full space-y-5 px-5 sm:max-w-[750px] md:mb-9 md:space-y-9 lg:px-0  show-next-ad [&amp;.is-paywalled&gt;*]:pointer-events-none [&amp;.is-paywalled&gt;*]:blur-[7px] \" data-start=\"14\" data-end=\"21\" data-size=\"7\">\n<section class=\"border-primary-black relative -mx-5 flex border-t border-b md:-mx-0 md:border-l\" data-index=\"15\"\/>\n<h2 class=\"font-worksans font-bold text-primary-black text-[1.5rem]\">\u2018No guarantee\u2019 customers won\u2019t pay <\/h2>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"17\">Georgia is among the fastest growing markets in the nation for new data centers, warehouses packed with servers that power artificial intelligence and our digital lives. Georgia Power and the data center industry say they need more power \u2014 comparable to the needs of many large cities \u2014 to serve them. <\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"18\">But just as quickly as data center operators say they need these buildings, many are canceling contracts or going to other states. The staff pointed out that this has already happened in Georgia, and the risk is high it will continue. <\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"19\">What\u2019s more, the PSC staff said the evidence shows that so far, Georgia Power\u2019s aggressive forecasts have overestimated electricity demand from data centers. <\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"20\">If this trend continues, Georgia Power could be overbuilding for electrons that have no place to go. <\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"21\">That could leave existing customers stuck paying for those power plants, electricity contracts and grid upgrades whether the electricity is needed or not, the staff said. <\/p>\n<\/article>\n<article class=\"bg-color mx-auto mb-5 w-full max-w-full space-y-5 px-5 sm:max-w-[750px] md:mb-9 md:space-y-9 lg:px-0  show-next-ad [&amp;.is-paywalled&gt;*]:pointer-events-none [&amp;.is-paywalled&gt;*]:blur-[7px] \" data-start=\"21\" data-end=\"27\" data-size=\"6\">\n<section class=\"border-primary-black relative -mx-5 flex border-t border-b md:-mx-0 md:border-l\" data-index=\"22\"\/>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"23\">For its part, Georgia Power said there are options if those scenarios come into play. These include adding new contracts, delaying construction of planned power supplies or changing upcoming electricity targets. <\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"24\">Earlier this year, <a href=\"https:\/\/www.ajc.com\/news\/business\/georgia-powers-rule-changes-to-address-data-center-energy-use-pass\/QXGVZA6FI5AMRKIGPQUCSTGZMI\/\" target=\"_blank\">Georgia Power and the PSC agreed on new billing terms<\/a> both parties have said will protect non-data center customers from paying costs incurred to serve the giant server farms. But in their testimony, the PSC staff analysts said those guardrails and assurances aren\u2019t enough.<\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"25\">Most contracts the company has signed so far with data centers were inked before the new \u201clarge load\u201d billing rules took effect, staff notes. <\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"26\">\u201cWithout executed contracts under the new large load framework, there is no guarantee those costs will not be passed on to existing customers,\u201d Trokey and the two outside consultants wrote. <\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"27\">Meanwhile, <a href=\"https:\/\/www.ajc.com\/business\/2025\/10\/juiced-by-data-centers-georgia-power-parent-companys-profits-have-jumped\/\" target=\"_blank\">Georgia Power stands to profit \u201ctremendously\u201d<\/a> from the expansion if it\u2019s approved, PSC staff wrote. All told, staff noted the power plant additions the utility wants would nearly double the company\u2019s \u201crate base,\u201d a key factor in determining its earnings. <\/p>\n<\/article>\n<article class=\"bg-color mx-auto mb-5 w-full max-w-full space-y-5 px-5 sm:max-w-[750px] md:mb-9 md:space-y-9 lg:px-0  show-next-ad [&amp;.is-paywalled&gt;*]:pointer-events-none [&amp;.is-paywalled&gt;*]:blur-[7px] \" data-start=\"27\" data-end=\"34\" data-size=\"7\">\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"28\">Georgia Power likely will ask to charge customers for a wide range of tangential costs for the data centers whether they get built or not, the staff said. This, plus the plethora of costs to upgrade and maintain the power grid, mean Georgia Power will make money off the backs of customers in the long run, they said. <\/p>\n<section class=\"border-primary-black relative -mx-5 flex border-t border-b md:-mx-0 md:border-l\" data-index=\"29\"\/>\n<h2 class=\"font-worksans font-bold text-primary-black text-[1.5rem]\">Cost overrun warnings<\/h2>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"31\">Staff said the PSC should sign off on 3,100 megawatts, or one-third of the total, and approve another 4,200 megawatts with conditions. <\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"32\">Commissioners should not allow Georgia Power to add the remaining 2,400 megawatts at all, staff said. <\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"33\">Those power projects were the most expensive, staff said. <\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"34\">Georgia Power has been <a href=\"https:\/\/www.ajc.com\/business\/2025\/10\/georgia-power-says-answer-to-states-data-center-surge-is-more-natural-gas\/\" target=\"_blank\">criticized by environmental and consumer advocates for turning mostly to gas-fired power plants<\/a> to provide the 10,000 megawatts, but PSC staff pushed back on both fossil fuels and carbon-free energy sources \u2014 in this case, solar and battery storage. <\/p>\n<\/article>\n<article class=\"bg-color mx-auto mb-5 w-full max-w-full space-y-5 px-5 sm:max-w-[750px] md:mb-9 md:space-y-9 lg:px-0  show-next-ad [&amp;.is-paywalled&gt;*]:pointer-events-none [&amp;.is-paywalled&gt;*]:blur-[7px] is-last mb-0\" data-start=\"34\" data-end=\"41\" data-size=\"7\">\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"35\">Staff also took aim at Georgia Power\u2019s ability to finish projects on time and on budget, a chief example of which is its <a href=\"https:\/\/www.ajc.com\/news\/breaking-new-vogtle-nuclear-reactor-now-online-completing-expansion\/TX5IKFCXZ5EQ3AWY6SQRBOXQW4\/\" target=\"_blank\">nuclear expansion project at Plant Vogtle<\/a>. The twin reactors, the first to be built from scratch in the United States in roughly three decades, took seven additional years to finish and were more than double their original forecast $14 billion budget. <\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"36\">While these proposed power plants are different from gigantic nuclear reactors, for customers the economic consequences of delays could be just as great. <\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"37\">\u201c &#8230; (G)iven the magnitude of the company\u2019s proposed build program and the current highly inflationary environment for generating equipment and labor costs, staff is concerned that there is a significant change that delays and cost overruns could occur at these projects,\u201d Tom Newsome, the PSC\u2019s utility finance director, and outside consultants, wrote in combined testimony. <\/p>\n<p class=\"font-primary text-primary-black whitespace-pre-wrap [&amp;_a]:border-b-primary [&amp;_a]:font-medium [&amp;_a]:border-b-1 [&amp;_b]:text-primary-black [&amp;_i]:italic text-base leading-relaxed\" data-index=\"38\">Many other electric companies in the United States are also looking to build gas-fired power plants, driving up the cost \u2014 and creating a backlog \u2014 for gas turbines.
