In the past days, they were outspoken in their support for <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/tehran\/t-40246359\">Tehran<\/a>. As part of the Iran-led &#8220;Axis of Resistance&#8221;\u00a0\u2014 Iran&#8217;s paramilitary proxy groups in the Middle East including <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/hamas\/t-19034915\">Hamas<\/a> in <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/gaza-strip\/t-19074241\">Gaza<\/a>, <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/hezbollah\/t-41508807\">Hezbollah<\/a> in <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/lebanon\/t-19131661\">Lebanon<\/a> and Shiite militias in <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/iraq\/t-19037666\">Iraq<\/a> \u2014 also the Houthis regard the US and Israel as its enemy.<\/p>\n<p>&#8220;Recent remarks from members of Ansar Allah&#8217;s\u00a0political bureau publicly warned the United States against launching military aggression against <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/iran\/t-18996175\">Iran<\/a>, stating that such an attack would amount to war and that they are prepared to enter such a war,&#8221; Elham Manea, head of the Research Area Middle East and Gulf Studies at the University of Zurich,\u00a0told DW.<\/p>\n<p>&#8220;So, at the level of rhetoric, the signaling is clear: alignment and readiness,&#8221; Manea said.<\/p>\n<p>Hisham Al-Omeisy, a Washington-based Yemeni conflict analyst formerly with the US State Department, told DW that the Houthis have been recently bolstering the ranks, redistributing their fighters and missile launchers. &#8220;They are beating their chests,&#8221; he said.<\/p>\n<h2>Entrenched in Yemen<\/h2>\n<p>A<a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/saudi-arabia\/t-19155637\">Saudi<\/a>-led coalition intervened in 2015 in support of Yemen&#8217;s government following the\u00a0Houthis&#8217; insurgency in 2014. The United Nations reports that more than 150,000 people were killed in the ensuing conflict. In 2022, a truce largely halted the fighting;\u00a0however, the country remains de facto split.<\/p>\n<p>The Houthis control the north, west and center of <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/yemen\/t-38381376\">Yemen<\/a>, including the capital.\u00a0Sanaa. The south and east of the country remain under the control of an internationally recognized government and a faction that calls for secession. However, the situation was further <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/yemens-houthis-would-benefit-if-fighting-begins-again\/a-75370222\">fragmented<\/a>\u00a0in December, when <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/saudi-led-coalition-strikes-yemen-after-uae-supported-separatist-leader-ousted\/a-75415467\">secessionists pushed for power.<\/a> Since then, the government under the newly appointed prime minister, Shaya al-Zindani, has resided in Saudi Arabia&#8217;s capital,m Riyadh.<\/p>\n<blockquote class=\"tweet embed\" data-id=\"2027247975794180169\" \/>\n<p>As a consequence of the tensions between the <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/united-states-of-america\/t-19065189\">United States<\/a>\u00a0and Iran, there have also been visible signs of unease inside Houthi-controlled areas, Manea said. &#8220;We have seen tightened internal security measures, arrests within security institutions, increased surveillance of officials, and what appears to be heightened military repositioning, particularly around maritime routes and strategic coastal areas,&#8221; she said. In her view, these actions indicate concern that the Houthis\u00a0themselves could become targets in the event of escalation. &#8220;In other words, there is preparation not only for participation, but also for survival,&#8221; she said.<\/p>\n<p><span data-slot-id=\"Article_InContent-1\" class=\"rich-text-ad\" \/><\/p>\n<h2>What could the Houthis do?<\/h2>\n<p>The Houthi group \u2014 which was redesignated as a\u00a0<a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/yemen-houthi-terrorist-label-a-threat-to-aid\/a-68186063\">terrorist organization<\/a> by the United States in January 2024 \u2014\u00a0acted in support of Palestinians in Gaza during the almost <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/israel-hamas-ceasefire\/t-57547294\">two-year war in Gaza<\/a> following the Hamas attack on Israel on October 7, 2023. In a bid to show solidarity, the Houthis <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/donald-trump-houthi-rebels-yemen-israel-red-sea-v2\/a-72456389\">frequently targeted Israel<\/a> as well as cargo vessels in the Gulf of Aden and the <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/yemen-houthis-turning-red-sea-into-crucial-front-line\/a-67497454\">Red Sea.\u00a0<\/a><\/p>\n<p>&#8220;Houthi leaders have recently threatened that, in the event of war, they would resume attacks on commercial shipping,&#8221; Luca Nevola, senior Yemen analyst at the US-based research initiative Armed Conflict Location &amp; Event Data project (ACLED), told DW.<\/p>\n<p>One plausible trajectory \u2014 based on Houthi capabilities \u2014 would be attacks on US military facilities in Gulf countries or maritime assets in strategic waterways, Manea said. &#8220;From the Houthi perspective, <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/less-un-fewer-us-soldiers-a-new-era-for-iraq\/a-75038415\">US bases<\/a> in the Gulf could be framed as legitimate targets within a broader confrontation with Washington,&#8221; she said.<\/p>\n<p>In the event of\u00a0<a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/israel\/t-19067044\">Israeli<\/a>strikes,\u00a0Al-Omeisy said\u00a0there might be attacks on Tel Aviv as well as <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/houthi-attacks-in-the-red-sea-threaten-lives-and-environment\/a-68463083\">attacks on ships<\/a>. &#8220;It would be a desperate attempt to draw some fire away from Iran but it would be quite costly for the Houthis to do that,&#8221; he said.<\/p>\n<p>A military response by US forces in the region, as well as by Israel, would also most likely be temporary, like the limited strikes on Yemen by the United States following Houthi attacks on shipping vessels.\u00a0&#8220;The Houthis have tested the <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/yemen-us-fighting-costly-battle-against-the-houthis\/a-72387869\">tolerance of the Americans<\/a> in the <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/us-launches-red-sea-force-against-attacks-by-yemens-houthis\/a-67764682\">first bout<\/a>, and they rely on the fact that the US does not want a long <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/us-strikes-yemen-fuel-port-as-hamas-rejects-partial-truce\/a-72279720\">engagement in Yemen<\/a>,&#8221; Al-Omeisy said.<\/p>\n<h2>Independent weapons production<\/h2>\n<p>The Houthis appear fully equipped for potential strikes. &#8220;Their most consequential military asset remains their long-range drone and missile arsenal and, despite several rounds of US and Israeli airstrikes, the group appears to retain long-range strike capabilities,&#8221; Nevola said.<\/p>\n<blockquote class=\"tweet embed\" data-id=\"2021272926448767175\" \/>\n<p>In February, an in-depth <a rel=\"noopener follow\" target=\"_blank\" class=\"external-link\" href=\"https:\/\/tcf.org\/content\/report\/from-smugglers-to-supply-chains-how-yemens-houthi-movement-became-a-global-threat\/\" title=\"External link \u2014 report\">report<\/a>\u00a0by the US-based Century Foundation research organization highlighted the Houthis&#8217; independence from Iran when it comes to arms production. &#8220;Weapons, components\u00a0and raw materials are shipped to the Houthis from multiple sources, taking looping routes on sea and land, sometimes overshooting Yemen and doubling back,&#8221; the report states. &#8220;When parts finally arrive in Houthi territory on the boats of smugglers or regular tradespeople \u2014 some of whom may have no idea they are carrying anything illicit \u2014 the Houthis are able to assemble them into a formidable arsenal.&#8221;<\/p>\n<p>Peter Salisbury, political analyst and one of the authors posted on X that &#8220;inside a decade, the Houthis have transformed from local insurgents to a disruptive global force.&#8221;<\/p>\n<figure class=\"placeholder-image master_landscape big\"><img data-format=\"MASTER_LANDSCAPE\" data-id=\"76131043\" data-url=\"https:\/\/static.dw.com\/image\/76131043_${formatId}.jpg\" data-aspect-ratio=\"16\/9\" alt=\"Volunteers prepare fast breaking meals at a charity kitchen during the Muslim fasting month of Ramadan\" style=\"padding-bottom: 56.25%;height: 0;max-height: 0\" \/><figcaption class=\"img-caption\">Yemenis fear that the humanitarian situation will deteriorate should the Houthis become involved in a conflict with the US and Israel<small class=\"copyright\">Image: Khaled Abdullah\/REUTERS<\/small><\/figcaption><\/figure>\n<h2>Fears aggravate humanitarian situation<\/h2>\n<p>For Yemenis, who have borne the brunt of <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/yemen-sees-little-hope-for-end-to-war-in-2024\/a-64125160\">years of civil war,<\/a> ongoing domestic tensions between the Houthis and the Yemeni government, and\u00a0<a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/yemen-wfp-stops-operations-definitively-amid-houthi-threats\/a-75713997\">widespread hunger<\/a>, the outlook is anything but reassuring.<\/p>\n<p>&#8220;We are living through a real famine in Yemen, and any regional escalation will only deepen the hunger crisis and the level of starvation,&#8221; Yasser Hussein, a father of four in the city of Taiz, told DW.<\/p>\n<p>Jamal, a public sector employee who has not received his salary for years, told DW that he is less worried about a potential US-Iran escalation than about the worsening living conditions. &#8220;What really causes concern is the lack of tangible progress in [political] negotiations, the failure to secure prisoner releases, the currency instability\u00a0and the irregular payment of public sector salaries,&#8221; he said.
