But with Mayor Michelle Wu entering a second term and <a href=\"https:\/\/www.bostonglobe.com\/2026\/02\/10\/metro\/boston-mayor-michelle-wu-support-rent-control-ballot-question\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.bostonglobe.com\/2026\/02\/10\/metro\/boston-mayor-michelle-wu-support-rent-control-ballot-question\/\">statewide<b> <\/b>rent control<\/a> on the ballot in November, Kanne says<b> <\/b>he\u2019s hitting the pause button. <\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">That\u2019s because investors like him have choices. As chief executive of <a href=\"https:\/\/natadvisors.com\/company\/our-story\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/natadvisors.com\/company\/our-story\/\">National Real Estate Advisors<\/a>, which manages about $10 billion for roughly 120 institutional clients, Kanne is constantly weighing opportunities in some 20 markets across the country from Charlotte, N.C. to San Francisco. Sure, there\u2019s incredible demand for new housing in Boston, but it\u2019s too hard to get a return on his investment here.<\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">\u201cIf the officials in Boston want investors like us to say, \u2018Hey, I can\u2019t wait to get to Boston,\u2019 they need to roll out the red carpet, and say, \u2018Hey, come here. This is what we\u2019re going to do for you,\u2019 \u201d he said. \u201cBecause, unlike the common perception of real estate development, there\u2019s as many people who lose money &#8230; as there are who make money. It\u2019s risky.\u201d<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">Perhaps Kanne is a bit more cautious than most because he\u2019s not some private equity guy or high-flying Wall Street type. He manages pension money, notably retirement funds of the International Brotherhood of Electrical Workers and the National Electrical Contractors Association. Kanne selects investment opportunities based on financial returns first, and those projects often create jobs and strengthen communities. Investments have ranged from downtown towers like One Greenway and Bulfinch Crossing to Chestnut Hill\u2019s 300 Boylston Street complex. <\/span><\/p>\n<div id=\"\" class=\"image | relative margin_bottom_16&#010;          margin_top width_full&#010;          false&#010;          false&#010;          \">\n<figure class=\"font_primary false&#010;               false&#010;              false&#010;            \" style=\"height:auto\" id=\"img-YWVAFJCHRQI6NGYF7GUVTFZZMM\"><figcaption class=\" img_caption | margin_horizontal_0--mobile margin_horizontal_0--tablet&#010;        \"><span class=\"caption | margin_right_half\">About a decade ago, 300 Boylston in Chestnut Hill was converted from a shopping center into medical offices and a large fitness center.<\/span><span class=\"credit uppercase\">Lane Turner<\/span><\/figcaption><\/figure>\n<\/div>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">So if investors like Kanne aren\u2019t deploying capital into Boston, developers who<b> <\/b>rely on that capital can\u2019t<b> <\/b>build their projects.<\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">Kanne also feels reticent about New York City, ever since it became clear last year that Zohran Mamdani would become mayor and work to deliver on <a href=\"https:\/\/www.thecity.nyc\/2026\/02\/17\/rent-freeze-board-mamdani-regulated-apartments\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.thecity.nyc\/2026\/02\/17\/rent-freeze-board-mamdani-regulated-apartments\/\">a campaign promise to freeze rents<\/a> in the Big Apple. <\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">At the time, Kanne was eyeing an investment in Manhattan. But he held off. <\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">\u201cWe liked it a lot,\u201d he recalled, but \u201cwe decided we needed to wait &#8230; we just don\u2019t know what\u2019s going to happen.\u201d <\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">On top of uncertainty, Kanne weighs a <a href=\"https:\/\/www.bostonglobe.com\/2025\/06\/30\/business\/boston-housing-construction-policy-affordable-housing\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.bostonglobe.com\/2025\/06\/30\/business\/boston-housing-construction-policy-affordable-housing\/\">city\u2019s regulatory climate<\/a>. from how long it takes to get projects through the approval process to the number of requirements such as energy efficiency standards and affordable housing set asides. <\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">\u201cI\u2019m not suggesting that none of those things are good,\u201d he said, \u201cbut what I can say is without a doubt, the fewer restrictions you have, the more likely it is that a project is going to pencil, and the more likely it is that capital providers like me will choose your city to put their money because there\u2019s a lot less risk.\u201d<\/span><\/p>\n<div id=\"\" class=\"image | relative margin_bottom_16&#010;          margin_top width_full&#010;          false&#010;          false&#010;          \">\n<figure class=\"font_primary false&#010;               false&#010;              false&#010;            \" style=\"height:auto\" id=\"img-HIYWOTQW5UUHLPVK4GVIVPCNUU\"><img decoding=\"async\" id=\"img-HIYWOTQW5UUHLPVK4GVIVPCNUU-image\" alt=\"Jeff Kanne is chief executive of the National Real Estate Advisors. They exist for a reason \u2014 to build a Boston that\u2019s better for the environment and more affordable for the people who live here. And the city\u2019s notoriously drawn out process ensures residents get a voice in development too. <\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">Wu\u2019s policies shouldn\u2019t be a barrier with current projects since many were permitted before her more stringent energy<b> <\/b>and affordable housing requirements went into place. The issue, City Hall has argued,<b> <\/b>isn\u2019t the mayor so much as global market conditions.<\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">I tried to get Wu\u2019s planning chief Kairos Shen on the phone to talk more about this, but best I could do is a long statement from spokesperson Brittany Comak.<\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">\u201cWe are in constant conversations with developers trying to identify ways that the City can be a helpful partner in getting projects into the ground,\u201d said Comak. \u201cSometimes the City is able to help developers close the gap, other times the level of support they would require would not justify expending so many taxpayer dollars on a market rate private project.\u201d<\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">But interest rates and materials costs are pretty much the same everywhere. Ryan\/Globe Staff<\/span><\/figcaption><\/figure>\n<\/div>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">Even San Francisco \u2014 which fell into a <a href=\"https:\/\/www.bostonglobe.com\/2023\/06\/21\/business\/urban-doom-loop-in-san-francisco\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.bostonglobe.com\/2023\/06\/21\/business\/urban-doom-loop-in-san-francisco\/\">post-pandemic urban doom loop<\/a> \u2014 is seeing a resurgence, thanks to the<b> <\/b>boom in artificial intelligence. Real estate investors are once again circling<b> <\/b>the Bay Area<b> <\/b>looking for deals. Kanne said what\u2019s helped is the attitude of the new mayor, <a href=\"https:\/\/www.sf.gov\/news-mayor-lurie-supervisor-mahmood-unveil-plan-to-create-housing-jobs\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.sf.gov\/news-mayor-lurie-supervisor-mahmood-unveil-plan-to-create-housing-jobs\">philanthropist Daniel Lurie<\/a>, who has \u201cput out the welcoming mat to businesses and capital.\u201d<\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">Kanne said Boston used to be that way under previous mayors, <a href=\"https:\/\/www.bostonglobe.com\/2021\/01\/30\/business\/seaport-has-become-innovation-district-somewhere-tom-menino-is-saying-i-told-you-so\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.bostonglobe.com\/2021\/01\/30\/business\/seaport-has-become-innovation-district-somewhere-tom-menino-is-saying-i-told-you-so\/\">Tom Menino<\/a> and <a href=\"https:\/\/www.bostonglobe.com\/2021\/05\/30\/business\/what-difference-year-makes\/?adobe_mc=MCMID%3D71166882929138805990473903287907123222%7CMCORGID%3D14A138B352784AD10A490D4C%2540AdobeOrg%7CTS%3D1772221599\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.bostonglobe.com\/2021\/05\/30\/business\/what-difference-year-makes\/?adobe_mc=MCMID%3D71166882929138805990473903287907123222%7CMCORGID%3D14A138B352784AD10A490D4C%2540AdobeOrg%7CTS%3D1772221599\">Marty Walsh<\/a>, and while<b> <\/b>perhaps local developers have no choice but to tolerate that shift, national-level investors like him don\u2019t have to.<\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">\u201cIf I live in Boston and that\u2019s where my business is, well, I have to cope with that,\u201d he said. \u201cBut I don\u2019t, and my capital can go anywhere in the United States.\u201d<\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">These days, Kanne is not only closing the door to Boston but potentially all of Massachusetts if the effort to <a href=\"https:\/\/www.bostonglobe.com\/2026\/02\/04\/business\/rent-control-ballot-question-compromise\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.bostonglobe.com\/2026\/02\/04\/business\/rent-control-ballot-question-compromise\/\">pass rent control passes on the November ballot<\/a>. If approved, that would limit annual rent increases statewide to the Consumer Price Index or 5 percent, whichever is lower. <\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">He cites numbers crunched by <a href=\"https:\/\/www.linkedin.com\/posts\/jay-parsons-a7a6656_affordability-rent-housing-activity-7401999380960256000-yy6U\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.linkedin.com\/posts\/jay-parsons-a7a6656_affordability-rent-housing-activity-7401999380960256000-yy6U\/\">housing economist Jay Parsons<\/a> about what\u2019s happened in Montgomery County, an affluent pocket of Maryland suburbia that borders Washington and enacted rent control in 2024. <\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">In the first eight months of that year before rent control took effect, the county issued building permits for 2,093 multifamily units, on pace with other Maryland counties. In the first eight months of 2025, Montgomery County issued just<b> <\/b>54 building permits, while the rest of the state kept building at a steady clip.<\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">Parsons and Kanne came to the same conclusion.<\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">\u201cIf you want to kill housing production, put rent control in place,\u201d said Kanne, \u201cand you\u2019ll lose investors like me who will go somewhere else.\u201d<\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">Not that long ago, investing in office towers or luxury condo buildings in Boston felt like a sure thing. Not anymore. Some predict it could be another decade before we see another construction boom. <\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">That\u2019s a long time to wait out market conditions.
