Here\u2019s what you need to know"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div data-editable=\"content\" data-reorderable=\"content\">\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg0862hi004227nkbaek1zfi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A possible federal government shutdown is only days away as congressional lawmakers remain at odds over funding the government beyond September 30.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d000d3b6nu52hcxe7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Although Republicans control Capitol Hill and the White House, they need at least seven Democrats in the Senate to join them to pass a spending package under the chamber\u2019s rules. Senate Minority Leader Chuck Schumer, however, is demanding any funding bill contain an extension of the <a href=\"https:\/\/www.cnn.com\/2025\/09\/17\/politics\/obamacare-subsidies-extension-government-shutdown\">enhanced Affordable Care Act premium subsidies,<\/a> along with several other items, to get his party\u2019s support. GOP leaders want an <a href=\"https:\/\/www.cnn.com\/2025\/09\/19\/politics\/government-funding-bill-shutdown-house-senate\">extension of funding<\/a> for seven weeks, with additional money for security for the legislative, executive and judicial branches.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d000e3b6nq1jf7abf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            President Donald Trump does not appear interested in working out a compromise. He <a href=\"https:\/\/www.cnn.com\/2025\/09\/23\/politics\/trump-cancels-meeting-democrats-shutdown\">canceled a meeting<\/a> this week with Democratic leaders and <a href=\"https:\/\/www.cnn.com\/politics\/live-news\/trump-administration-news-09-25-25#cmfzkpvbn00003b6n1v00e8v1\">said Thursday<\/a> that their demands were \u201ctotally unreasonable.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d000f3b6n7in6772a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            If the impasse is not resolved, the coming government shutdown could be unlike any other in recent memory. While no two shutdowns are exactly the same, Trump and the White House Office of Management and Budget have already signaled that they are willing to use a totally different playbook \u2014 urging agencies to <a href=\"https:\/\/www.cnn.com\/2025\/09\/24\/politics\/white-house-mass-firings-government-shut-down\">downsize workers<\/a> in programs whose funding has lapsed and which don\u2019t align with Trump\u2019s priorities.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d000g3b6n0cx6w50f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump is no stranger to government shutdowns. The <a href=\"https:\/\/www.cnn.com\/2019\/01\/25\/politics\/donald-trump-shutdown-border\">most recent one<\/a> occurred during his first term, starting in late December 2018 and lasting 35 days, the <a href=\"https:\/\/www.cnn.com\/2023\/09\/29\/politics\/last-federal-government-shutdown-longest-dg\">longest on record.<\/a>\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d000h3b6n9hgfdyk2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Here\u2019s what we know about the looming government shutdown:\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d000j3b6nubf9n0cn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Congress must provide funding for many federal departments and functions every fiscal year, which begins on October 1. If lawmakers fail to pass a spending package for the full year or extend funding for a shorter period, known as a continuing resolution, then many agencies and activities must shutter until Congress appropriates more money.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d000k3b6nqdwfzvu0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Lawmakers have yet to pass through both chambers any of the 12 appropriations bills that make up the federal discretionary spending budget. So the coming shutdown would be considered a full shutdown.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d000l3b6ncommx59i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            During prior impasses, Congress approved annual funding for certain agencies, which allowed them to continue operating while other federal departments went dark. That situation is known as a partial shutdown.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d000m3b6nhwyq7uht@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Since 1980, there have been 14 government shutdowns, according to the Bipartisan Policy Center.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d000o3b6nmsw0ukwi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The shutdown will begin on October 1, first thing Wednesday morning, if Congress doesn\u2019t act before that.\n    <\/p>\n<h2 class=\"subheader inline-placeholder subheader-elevate vossi-subheader vossi-subheader--size-h2\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cmg08ebv9001n3b6n2495lmhi@published\" data-component-name=\"subheader\" id=\"what-programs-and-payments-will-stop\" data-article-gutter=\"true\">\n        What programs and payments will stop?<br \/>\n<\/h2>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d000q3b6nrtnz6wia@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Every government shutdown differs somewhat, but typically functions that are critical to the protection of lives and property are deemed essential and remain open. Agencies file what are known as contingency plans that detail what operations will continue and how many employees will remain on the job, many of them without pay.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d000r3b6nw20uf5dk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            However, in an unusual move, OMB this time is not posting <a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.cnn.com%2F2025%2F09%2F23%2Fpolitics%2Fgovernment-shutdown-federal-agencies-trump&amp;data=05%7C02%7Cclay.voytek%40cnn.com%7C89cdf4c829a04515ef3108ddfbd8f1ec%7C0eb48825e8714459bc72d0ecd68f1f39%7C0%7C0%7C638943631371589226%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=1pWyn3CA0Yczyo5MlnLJ29neFSVvaz3DEsSln6pmT3I%3D&amp;reserved=0\" target=\"_blank\">agencies\u2019 shutdown contingency plans<\/a> on its website. Instead, the plans are hosted only on each agency\u2019s site \u2014 making it harder to assess how the Trump administration will handle the shutdown and which activities it will deem essential. (OMB noted in a memo earlier this week that it had not yet received updated contingency plans from every agency.)\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d000s3b6nowk1yzxg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Previous shutdowns have stalled food inspections; canceled immigration hearings; and delayed some federal lending to homebuyers and small businesses, among other impacts.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d000t3b6ngfqa4bse@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In the most recent shutdown, students had trouble getting needed <a href=\"https:\/\/www.cnn.com\/2019\/01\/26\/politics\/students-financial-aid-government-shutdown\">tax documents<\/a> from the Internal Revenue Service to get financial aid for the spring semester, and the US Department of Agriculture warned that it could only guarantee to provide <a href=\"https:\/\/www.cnn.com\/2019\/01\/08\/politics\/food-stamps-government-shutdown\">food stamp benefits<\/a> through February.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d000u3b6n1w3nf5kq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Notably, important benefit programs, such as Social Security and Medicare, will continue. Also, key services \u2014 including law enforcement and border patrol \u2014 are typically deemed essential and aren\u2019t affected.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d000v3b6n0a7f74zl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Some government functions can continue \u2013 at least for a certain period of time \u2013 if they are funded through fees or other types of appropriations. For instance, when a shutdown loomed in the fall of 2023, the Internal Revenue Service said it could use some of the funding it received from the Inflation Reduction Act to keep preparing for the upcoming filing season \u2013 updating tax forms and technology systems and hiring and training staff. Its contingency plan showed that all workers would have continued to be paid through IRA funding.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg13h8s7000i356ozvlia64a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            If the government shuts down next month, it\u2019s likely that immigration, border patrol and defense activities funded through the <a href=\"https:\/\/www.cnn.com\/politics\/big-beautiful-bill-text-compare-dg\">One Big Beautiful Bill Act<\/a>, which Trump signed into law in July, would continue. The relevant agencies\u2019 contingency plans should specify what functions would remain operational.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg1ciwx80000356ot4ihxzo0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThankfully, H.R. 1 provided ample resources to ensure that many core Trump Administration priorities will continue uninterrupted,\u201d OMB wrote in its memo to agencies about preparing mass layoff plans, referring to the president\u2019s domestic agenda package.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg1dx2ta0002356orrtzbppu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Most Veterans Affairs medical services and the Veterans Crisis Line would continue to operate in a shutdown, according to the Senate Veterans\u2019 Affairs Committee. However, the VA would not be able to collect copayments, provide suicide prevention grants to community providers or provide services to veterans with serious mental illness or those experiencing homelessness.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg1368tt0008356o35hn49ym@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Agencies and administrations have some amount of choice in which services they deem essential, said Molly Reynolds, interim director of the governance studies program at the Brookings Institution.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg13atbq000e356ochmumc8u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In Trump\u2019s first term, Reynolds noted that the administration took some measures to make the shutdown less painful, such as allowing the IRS to process tax refunds \u2014 a departure from prior shutdowns.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg13nq74000m356oxvzd6a3m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But that may not be the case this year.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg13k888000k356okbnh6u0b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe OMB memo threatening wide-scale federal layoffs if there is a shutdown suggests that this time around, they might be looking to make the shutdown more painful,\u201d she said.\n    <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/image\/instances\/cmg0ogv5g00013b6o2s9v9w6c@published\" class=\"image_large-elevate image_large__hide-placeholder\" data-image-variation=\"image_large\" data-name=\"GettyImages-2210749678.jpg\" data-component-name=\"image\" data-observe-re data-breakpoints=\"{\" data-original-ratio=\"0.6665\" data-original-height=\"1333\" data-original-width=\"2000\" data-url=\"https:\/\/media.cnn.com\/api\/v1\/images\/stellar\/prod\/gettyimages-2210749678-20250926100643023.jpg?c=original\" data-editable=\"settings\" data-article-gutter=\"true\">\n<div class=\"image_large__container \" data-image-variation=\"image_large\" data-breakpoints=\"{\"><\/div>\n<\/div>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d000x3b6nxfssj6y1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The impact of shutdowns on the 400-plus national park sites has differed greatly in recent shutdowns.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d000y3b6n3lwxjchs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In 2013, an estimated 8 million recreation visits and $414 million were lost during the 16-day shutdown, according to the National Parks Conservation Association, citing National Park Service data. During the most recent shutdown in 2019, many parks remained open though no visitor services were provided. The Park Service lost $400,000 a day from missed entrance fee revenue, according to the association\u2019s estimates. What\u2019s more, park visitors would have typically spent $20 million on an average January day in nearby communities.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d000z3b6n2ibtcyve@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            States have also stepped in to keep some national parks open using their own funds. When a shutdown loomed in the fall of 2023, Utah said it would keep the Mighty 5 parks \u2013 Arches, Bryce Canyon, Canyonlands, Capitol Reef and Zion \u2013 open, while Arizona planned to keep the Grand Canyon operational. Colorado also said it would also keep its four national parks and other federal lands open.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d00113b6nbukix9bi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Air traffic controllers and Transportation Security Administration officers are typically deemed essential and must remain on the job, though they are not paid. But staffing shortages during past shutdowns have snarled flights.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d00123b6n1eaarw6q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The decision by 10 air traffic controllers to stay home in January 2019 helped <a href=\"https:\/\/www.cnn.com\/2019\/02\/06\/politics\/ten-air-traffic-controllers-shutdown\">end that shutdown<\/a>. Their absence <a href=\"http:\/\/www.cnn.com\/2019\/01\/25\/us\/air-traffic-controller-shortage-faa\/index.html\">temporarily shut down travel<\/a> at New York\u2019s LaGuardia airport and caused delays at other major hubs, including in New Jersey, Philadelphia and Atlanta, driving Trump to agree to a temporary government funding measure.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d00143b6n6uxss2s4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Federal workers bear the brunt of government shutdowns. Some are furloughed, while others are considered essential and have to continue working. But many don\u2019t get paid until the impasse ends.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d00153b6ny47pbyrs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In March, the last time a federal government shutdown loomed before being averted, more than 1.4 million employees were deemed essential, according to Rachel Snyderman, managing director of economic policy at the Bipartisan Policy Center. About 750,000 of them would have continued to be paid since their salaries were funded through other sources.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d00163b6neovyt39y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Another nearly 900,000 workers would have been furloughed without pay. (Snyderman noted that the estimates did not include the layoffs and departures that occurred in the early weeks of the Trump administration.)\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d00173b6n1a6u6dg4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Defense Department informed active duty and reserve military members, as well as civilian employees, on Thursday that they will not be paid after September 30 until Congress approves funding for the agency, according to a memo viewed by CNN. Active duty members will have to continue to report for work.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d00183b6nf0enul74@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            This week, judiciary officials <a href=\"https:\/\/www.cnn.com\/politics\/live-news\/trump-administration-news-09-25-25#cmfzpda8w00003b6n38aq3rcv\">warned<\/a> that federal courts could be affected by a shutdown within days, much sooner than in previous occurrences, because of tight budgets. While judges and Supreme Court justices would continue to be paid, many other judicial employees would not.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d00193b6nzsv1obwe@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Federal workers are guaranteed to receive their back pay after the impasse is resolved. However, the same is not true for federal contractors who may be furloughed or temporarily laid off by their employers during a shutdown.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d001b3b6ngr1z80ut@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Shutdowns can have real consequences for the economy since federal spending is delayed, and many federal workers pull back on their purchases while they aren\u2019t receiving paychecks.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmg08dh1d001c3b6njdn3y3z9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The five-week shutdown in 2018-2019 resulted in a $3 billion loss in economic growth that would not be recovered, according to a <a href=\"https:\/\/www.cbo.gov\/system\/files\/2019-01\/54937-PartialShutdownEffects.pdf\" target=\"_blank\">Congressional Budget Office estimate<\/a>.
