Security Council on Friday approved a resolution backing Morocco\u2019s claim to the disputed <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/western-sahara\">Western Sahara<\/a><\/span>, a shift that aligns with the <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/donald-trump-africa-israel-north-africa-morocco-4279242f6f688d242bad5c7a64e29caf\">Trump administration\u2019s support<\/a><\/span> for the North African country. <\/p>\n<p>Although the vote was divided, the resolution offers the strongest endorsement yet for Morocco\u2019s plan to keep sovereignty over the territory, which also has backing from most <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/morocco-france-recognize-western-sahara-65856623c3fe5f565583de2d521570ed\">European Union<\/a><\/span> members and a growing number of African allies. <\/p>\n<p>\u201cThe United States welcomes today\u2019s historic vote, which seizes upon this unique moment and builds on the momentum for a long, long overdue peace in Western Sahara,\u201d Mike Waltz, U.S. ambassador to the U.N., said in his remarks after the vote. <\/p>\n<p>The resolution refers to <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/morocco-western-sahara-united-kingdom-c9d32485e082c1a406207021eb26409f\">Morocco\u2019s plan<\/a><\/span> as a basis for negotiation. As with similar resolutions in previous years, the text makes no mention of a referendum on self-determination that includes independence as an option, which is the solution long favored by the pro-independence Polisario Front and its allies, including Algeria, Russia and China.<\/p>\n<p>In a rare speech broadcast on Moroccan television after the vote, King Mohammed VI celebrated the result and pledged to supplement Morocco\u2019s proposal with additional details. He also called for dialogue with Algeria\u2019s President Abdelmadjid Tebboune.<\/p>\n<p>\u201cWe are starting a new chapter in the process of consolidating the Moroccanness of the Sahara, and closing, once and for all, this fabricated conflict,\u201d the king said.<\/p>\n<p>The U.S., which sponsored the resolution, led 11 countries in voting in favor, while three countries \u2014 Russia, China and Pakistan \u2014 abstained. Algeria, Polisario\u2019s primary benefactor, did not vote. <\/p>\n<p>Sidi Mohamed Omar, the Polisaro ambassador to the U.N., thanked the allies who abstained and Algeria for protesting the vote, saying this \u201cmade it very clear that today\u2019s resolution does not imply any recognition of Morocco\u2019s sovereignty over Western Sahara.\u201d<\/p>\n<p>\u201cIn other words, and in plain English, it does not imply recognition of Morocco\u2019s illegal military occupation of Western Sahara,\u201d he added. <\/p>\n<p>Western Sahara is a phosphate-rich stretch of coastal desert the size of Colorado that was under Spanish rule until 1975. It\u2019s claimed by both <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/morocco\">Morocco<\/a><\/span> and the Polisario Front, which operates out of refugee camps in southwestern Algeria and claims to represent the Sahrawi people indigenous to the disputed territory.<\/p>\n<p>Amar Bendjama, the Algerian ambassador to the U.N., said that while the resolution was an improvement on previous iterations, it \u201cstill has a number of shortcomings.\u201d <\/p>\n<p>The resolution says \u201cgenuine autonomy under Moroccan sovereignty could constitute a most feasible solution.\u201d <\/p>\n<p>The measure also renews the U.N. peacekeeping mission in Western Sahara for another year, as has been done for more than three decades. Prior extensions, however, haven\u2019t included a reference to Morocco and its allies\u2019 preferred outcome.<\/p>\n<h2>Trump envoys reiterate support for Morocco<\/h2>\n<p>The vote came weeks after U.S. President Donald Trump\u2019s special envoy Steve Witkoff jolted the region by suggesting on CBS\u2019 \u201c60 Minutes\u201d that peace between Morocco and Algeria could be reached within 60 days. The neighboring countries aren\u2019t at war, but haven\u2019t had diplomatic relations for four years. <\/p>\n<p>Massad Boulos, Trump\u2019s senior adviser for African affairs, reiterated U.S. support for Morocco\u2019s plan in an interview with Sky News Arabia this week.<\/p>\n<p>The U.N. resolution calls on all parties involved to \u201cseize this unprecedented opportunity for a lasting peace.\u201d Depending on progress, it asks Antonio Guterres, the Secretary General, to review the peacekeeping mission\u2019s mandate within six months.<\/p>\n<p>The shift could unsettle <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/middle-east-africa-united-nations-algeria-morocco-507429fe13915902668f589179ce0c67\">a long-stalled process<\/a><\/span> that for decades has eluded resolution, despite a U.N. peacekeeping mission designed to be temporary. Demonstrations have ensued in Sahrawi refugee camps in Algeria this week, where people have vowed not to give up their fight for self-determination.<\/p>\n<h2>A lasting stalemate<\/h2>\n<p>Morocco controls nearly all of Western Sahara, except for a narrow strip known as the \u201cfree zone\u201d that lies east of a Moroccan-built sand wall.<\/p>\n<p>A 1991 ceasefire was meant to pave the way for a referendum on self-determination, but fighting over voter eligibility prevented it from taking place.<\/p>\n<p>Over the years, Morocco has transformed the disputed territory, constructing a deepwater port and a 656-mile (1,055-kilometer) highway. State subsidies keep food and energy prices low, and the population has ballooned as Moroccans settle in cities such as Dakhla and Laayoune.<\/p>\n<p>Polisario withdrew from the ceasefire in 2020 after clashes near a road Morocco was paving to Mauritania.<\/p>\n<p>The group has since regularly reported military activity, while Morocco has mostly denied open conflict. The United Nations calls it \u201clow-level hostilities.\u201d<\/p>\n<h2>Pressure builds as priorities shift<\/h2>\n<p>The conflict is the driving force in North African diplomacy. Morocco sees support for its autonomy plan as a benchmark for how it gauges its allies.<\/p>\n<p>Last October, U.N. envoy Staffan de Mistura <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/western-sahara-morocco-united-nations-ca8345164fdfc69cf9696635aa481bcb\">suggested partitioning Western Sahara<\/a><\/span>, a proposal neither side accepted. He urged Morocco to clarify what autonomy would entail and warned a lack of progress might raise questions about the United Nations\u2019 role and \u201cwhether there is space and willingness for us to still be useful.\u201d<\/p>\n<p>The push to reassess the United Nations Mission for the Referendum in Western Sahara comes as the United States <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/mike-waltz-trump-united-nations-funding-aid-8bf9fe9aa628d11a95ab4627f1e11013\">slashes funding<\/a><\/span> for U.N. programs and agencies, <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-united-nations-cuts-review-154e7b2756a08140c6fcecd6c38ce0f5\">including peacekeeping<\/a><\/span>.<\/p>\n<p>U.S. officials are taking an <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/mike-waltz-trump-united-nations-funding-aid-8bf9fe9aa628d11a95ab4627f1e11013\">a la carte approach to funding<\/a><\/span>, picking which operations and agencies they believe align with Trump\u2019s agenda and which no longer serve U.S. interests. They argue that the U.N.\u2019s budget and agencies are bloated.
