{"id":8275,"date":"2025-11-01T13:01:00","date_gmt":"2025-11-01T13:01:00","guid":{"rendered":"https:\/\/www.jubi24.com\/?p=8275"},"modified":"2025-11-01T13:01:01","modified_gmt":"2025-11-01T13:01:01","slug":"the-problem-is-everybody-wants-to-win-congress-bitterly-deadlocked-as-shutdown-pain-skyrockets","status":"publish","type":"post","link":"https:\/\/www.jubi24.com\/?p=8275","title":{"rendered":"\u2018The problem is everybody wants to win\u2019: Congress bitterly deadlocked as shutdown pain skyrockets"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div data-editable=\"content\" data-reorderable=\"content\">\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhf7v6wy000x27pahvmk56gc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The government shutdown is on the verge of becoming the longest in US history \u2014 and lawmakers still have no idea how much longer it will go.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhf7z3su00083b6np64oupf0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In Washington, senators left town for the weekend deadlocked and more frustrated than ever, while <a href=\"https:\/\/www.cnn.com\/2025\/10\/29\/politics\/safety-net-programs-at-risk-government-shutdown\">critical safety net programs<\/a> could soon lose federal funding for the first time.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhfql1uf00013b5ya4g5ssh4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Two federal judges said Friday that the Trump administration must tap into billions of dollars in emergency funds to at least partially cover food stamp benefits for the month of November. President Donald Trump said later Friday he\u2019d instructed administration lawyers to ask the courts how it can legally fund the benefits, adding that if \u201cgiven the appropriate legal direction by the Court, it will BE MY HONOR to provide the funding, just like I did with Military and Law Enforcement Pay.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhfqm4kv00053b5ygv3szsyu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But he noted that even immediate guidance from the courts would result in delayed benefits for food stamp recipients \u2014 which could still only be <a href=\"https:\/\/nam11.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.cnn.com%2F2025%2F10%2F31%2Fpolitics%2Fsnap-benefits-november-judge-ruling&amp;data=05%7C02%7Cclay.voytek%40cnn.com%7C589414c2bcbb40be354608de18e8d989%7C0eb48825e8714459bc72d0ecd68f1f39%7C0%7C0%7C638975585516164725%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=cNhFv6G7sCssFEdUcFDqwPnzsvWBNTseezgAeykjQzw%3D&amp;reserved=0\" target=\"_blank\">a partial and short-term fix<\/a>. Tens of millions of Americans are still bracing for a crisis that will leave them without the government assistance they need to eat, heat their homes or take care of their kids while they work.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhf7z3su00093b6nyz75aqp8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And after a week abroad, Trump announced his return with a missive that threatens to further complicate the path out of the shutdown: calling for eliminating the Senate filibuster in a \u201cnuclear\u201d move that even his closest congressional allies worry would only do more damage in the long run.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhf7z3su000a3b6nt3x2mqux@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cRight now, the problem is everybody wants to win,\u201d GOP Sen. Jim Justice of West Virginia, who has advocated for Trump to get more directly involved in negotiations to reopen the government, said of the standoff in the Senate. \u201cAnd you\u2019ve got a lot of people really hurting, and that really upsets me.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhf7z3su000b3b6nasuqk4uw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI imagine being a parent with a couple kids, and how you\u2019re going to fill their refrigerator and pack their lunches and get on with their lives when the things that they\u2019ve depended on now is gone, because we can\u2019t even agree to just open things up,\u201d fumed Sen. Chris Coons, a centrist Democrat from Delaware, told CNN, referring to the spiking premiums that his party has made a central demand in the funding fight. But he said phone lines would, too, be lighting up for Democrats.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhf7z3su000f3b6n401z9su3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI also think Democrats are going to get a flood of calls from people saying, wait, wait a minute. My SNAP and WIC is going to be\u2026? So I think there will be building pressure on both parties to find a path forward.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhf7z3su000g3b6nzilzkal8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Behind the scenes, Senate and House GOP leaders are confident Democrats will cave shortly after the November 4 elections, several of the sources said. Many point to a flurry of talks with some centrist Democrats to end the shutdown, perhaps in exchange for a vote to extend enhanced Affordable Care Act subsidies that remain Democrats\u2019 biggest demand in the funding fight, as well as a commitment to full-year spending bills.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhf7z3su000h3b6nycgp3tw0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI hope it frees people up to move forward with opening government,\u201d Senate Majority Leader John Thune said of Election Day on Tuesday, claiming Democrats would be more willing to yield when they\u2019re not \u201cconcerned about turnout\u201d in key races in Virginia and New Jersey.\n    <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/image\/instances\/cmhfbhebd00093b6ngl4rv47i@published\" class=\"image-elevate image__hide-placeholder\" data-image-variation=\"image\" data-name=\"c-GettyImages-2238352981.jpg\" data-component-name=\"image\" data-observe-re data-breakpoints=\"{\" data-original-ratio=\"0.6658333333333334\" data-original-height=\"1598\" data-original-width=\"2400\" data-url=\"https:\/\/media.cnn.com\/api\/v1\/images\/stellar\/prod\/c-gettyimages-2238352981.jpg?c=original\" data-editable=\"settings\">\n<div class=\"image__container \" data-image-variation=\"image\" data-breakpoints=\"{\">\n       <img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.jubi24.com\/wp-content\/uploads\/2025\/11\/c-gettyimages-2238352981.jpg\" alt=\"Speaker of the House Mike Johnson arrives to speak during a news conference outside of his office at the US Capitol on the second day of the government shutdown in Washington, DC, on October 2.\" class=\"image__dam-img image__dam-img--loading\" height=\"1598\" width=\"2400\" loading=\"lazy\" \/>\n    <\/div>\n<\/div>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhf7z3su000i3b6nyzpuu9ap@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Yet several people close to Democratic leaders insist the party is unwilling to back down for a show vote. After more than 30 days of insisting on a clear commitment on the health care issue, many Democrats will be unswayed by unofficial commitments: They want to hear directly from Trump.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhf7z3su000j3b6nqle6e7x3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As the shutdown has dragged on, even some Republicans have grown antsy as Johnson has kept the House out of session since September 19 and lawmakers have remained in their districts.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhf7z3su000k3b6nehjluuih@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cPeople ask, \u2018Do you like being here in the district?\u2019 Of course I do because I get to see all of my constituents,\u201d GOP Rep. Stephanie Bice of Oklahoma told reporters on Tuesday from Washington. \u201cBut I also would tell you that we are built to work here. We are all built to be here and doing our jobs and late nights and early mornings and trying to figure out a path forward. And so, it\u2019s a little unusual.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhf7z3su000l3b6nw34qj7u5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Many House lawmakers concede they don\u2019t know what will happen if the shutdown extends past November 21, the date of the House-passed government funding extension.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhfb1enw000i3b6nzow3cvve@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Democrats also pointed to Trump\u2019s late-night call for nuking the filibuster, which injected fresh uncertainty into the situation and raised further questions about the role the president might play in resolving the shutdown.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhfbqnyv000r3b6nc795q52f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In a Friday statement, White House spokeswoman Abigail Jackson said that \u201cif Democrats won\u2019t do what\u2019s best for the American people, the nuclear options will need to be invoked,\u201d though she did not offer a specific timeline. Top GOP leaders, meanwhile, were quick to swat away the suggestion of weakening the custom, while maintaining that Trump and Republicans in Congress were united in ending the shutdown without ceding any ground to Democrats.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhf7z3su000n3b6nklk3jehk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That includes Trump\u2019s resistance to any further meetings with Hill leaders, despite constant requests from Democratic senators.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhf7z3sv000p3b6n6ht3jqkb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Sen. But they have to open up the country.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhf7z3sv000s3b6nvsn5ddow@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But in the days before Trump returned to the US, aides had privately discussed options for enticing Democrats to give in, including agreeing to undo the administration\u2019s recent mass firing of federal workers in exchange for reopening the government, two people familiar with the deliberations told CNN.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhf7z3sv000t3b6nwsbt9ign@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Those conversations were preliminary and did not yield any final decisions, the people familiar cautioned, especially amid concerns that it would hand Democrats an opportunity to claim they won the shutdown fight.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhf7z3sv000u3b6n8o6dgpfj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Another suggestion discussed by GOP officials \u2014 that Trump invite Republican and Democratic leaders to the White House next week to try to broker an end to the impasse \u2014 was swiftly ruled out.
